Internal auditing is important for public sector organizations, but it needs to be capable to be effective. A model called IA‐CM was created to measure the capability of internal audit functions. In a case study in South Africa, the model successfully measured the internal audit capability of a public sector organization. However, there were potential issues that could affect the implementation of some key areas of the model.
