Global governance institutions and transnational actors may not be considered legitimate due to a lack of democratic standards in the global realm. The absence of a global demos and weak global political authority hinder the formation of popular consent. Alternative standards like transparency and accountability require a global civil society, which may not exist. Without political liberty and a safe environment for participation, democratic rights are meaningless.
