The article compares democratization processes in Southern Europe, South America, and post-communist Europe. It identifies different types of non-democratic regimes and their impact on the transition to democracy. A strong state is crucial for effective citizenship. The study provides criteria to distinguish between true democratic consolidation and fake democracy. Interviews with participants from 14 countries offer valuable insights.
