European Identity Shifts Through Social Learning and Persuasion in Compliance.
Agents comply with norms in international institutions for two main reasons: coercion and social learning. By examining argumentative persuasion and social learning, we can understand how actors comply with norms. Domestic politics play a role in determining the effectiveness of persuasion and social learning. States comply with new citizenship norms from European organizations due to a combination of coercion, cost/benefit calculations, socialization, and social norms.
