The article examines how electoral rules, party beliefs, and community characteristics affect how political parties represent ethnic minorities in Bulgaria. By studying data on parliamentary representation, the authors found that proportional representation (PR) electoral rules don't always lead to fair representation for large ethnic groups. They also discovered that PR can make minority parties less competitive and accountable.
