The article discusses how Strategic Environmental Assessment is becoming more important in the field of Environmental Impact Assessment. The Environmental Impact Assessment Law in China presents opportunities for Planning Environmental Impact Assessment but also challenges for traditional Project Environmental Impact Assessment. To improve the implementation of the law, it is crucial to recognize the limitations of Project Environmental Impact Assessment and enhance the theory and practice of Planning Environmental Impact Assessment. Measures need to be taken to strengthen the operation system.
