Polish pension system under strain as social protection reforms loom.
The paper shows that in Poland, social protection spending increased mainly for pensions, not for helping the poor or temporary safety nets. This happened because it's easier to get social insurance and the benefits are better. Reforms were done quickly to avoid financial problems. The challenge now is to not put too much pressure on the pension system. Changes are needed, especially for pensions, to focus on basic income support and emergency help, not just pensions.
