Fertilizer subsidies in Africa have been revamped to avoid past problems, but political interference still affects their efficiency. A study on Ghana's 2008 subsidy program found that more vouchers were given to districts where the ruling party had lost in the previous elections, especially by a larger margin. This shows that political motivations can still undermine the effectiveness of fertilizer subsidies.
