The study looked at whether taxing Internet access affects how much people use the Internet. They used data from all U.S. states from 1998 to 2001. Some states were allowed to keep their Internet access taxes when the Internet Tax Freedom Act was passed in 1998. The researchers found that there is no evidence that Internet access taxes have changed how much people use the Internet.
