Animal farms need permits to release waste into water, while other farms are not regulated. States get money to manage nonpoint pollution. Coastal states must have plans to reduce pollution. If water is still dirty, states must set limits on pollution. The EPA is focusing on reducing nutrient pollution to keep water clean.
