The article compares voluntary and compulsory voting in a model where voters have the same preferences but different information. With voluntary voting, everyone votes sincerely and participation is positive. In contrast to compulsory voting, there is no conflict between strategic and sincere behavior. When voting is free, voluntary voting is better than compulsory voting. Even with voting costs, participation rates ensure the right candidate is elected in the end. Voluntary voting saves costs and is superior to compulsory voting.
