Suburban sprawl doesn't directly cause high poverty in city neighborhoods, but it does make traffic worse. Even if we built cities differently, poverty would still be a problem. To fix traffic and poverty, we could grow cities more tightly or share taxes between regions. But it's hard to stop sprawl in most American cities.
