By using a new survey method, researchers found that voters have clear ideologies that align with policy proposals in Congress. Independent voters tend to vote based on their beliefs, while partisan voters follow different decision rules. However, as partisans become more informed, they start to vote more like independents. This shows that people's political ideologies play a significant role in how they choose to vote.
