The article explores how people in China vote in different types of elections. It shows that in noncompetitive plebiscitary elections, people with more political resources vote to pursue their interests, rather than abstaining in protest. In limited-choice elections, traditionally politically active individuals vote to punish corrupt officials and support democratic change.
