The balance of power theory in international relations has been tested in various historical systems, not just modern Europe. Findings from eight new case studies spanning over 2000 years show that international systems do not always tend towards balance as predicted. Factors influencing balance and hegemony lie outside current theories. This suggests a need to rethink research on both European and contemporary international systems.
