European integration is driven by connections between transnational exchange, supranational organization, and EC rule-making. Cross-border interactions create a need for EC regulations, leading to uneven development of Community competences. Once rules are established, further integration occurs through institutionalization. Intergovernmental bargaining is important, but not the main driver of EC politics.
