Normative economics progresses with new welfare to social choice transition.
The article explores whether changes in normative economics in the 20th century can be considered progress. It introduces a simple criterion to determine if a series of normative theories is moving forward. By applying this criterion to the shift from new welfare economics to social choice theory, the paper concludes that there has been progress in normative economics.
