Voting systems in Scandinavian parliaments can be manipulated through strategic voting. The study looked at how the order of voting affects legislative proposals and found that strategic voting is used to take advantage of existing voting circumstances, rather than changing the order of voting or creating new alternatives. Limiting the number of alternatives to two helps to avoid strategic voting in Scandinavian legislatures.
