International efforts to address population issues have failed due to misconceptions about the relationship between population growth and development. Poor populations tend to have more children, but providing access to education, employment, and social security is more effective in reducing fertility rates than simply providing contraceptives. China's demographic experience shows that improvements in social conditions, like nutrition and education, are key factors in reducing fertility rates.
