By studying specific plans for managing fish in the Baltic Sea and Atlantic, they discovered that there are gaps between fisheries and environmental policies, which can limit how well environmental concerns are addressed. Decision-makers also struggle to agree on these plans, causing delays and frustration for everyone involved.
