Small and medium-sized businesses struggle to get enough money to grow. To fix this, the idea is to create new financial institutions that aren't banks. These institutions would be started by the businesses themselves with help from the government. By doing this, small and medium-sized businesses can get more money from private investors and have more ways to get the money they need to grow.
