Legislators in China need to follow the Necessity Principle when changing the Criminal Code to ensure that criminal penalties continue to address social issues effectively. Relying solely on amendments to the Criminal Code causes problems in the legal system. To fix this, a new approach combining amendments to the Criminal Code, separate laws, and accessory criminal laws should be used to improve the overall criminal justice system.
