One reason for this is that previous studies only looked at spillover effects within the same industry, ignoring effects between different industries. A new study in Shanghai's manufacturing sector found that inter-industry spillover effects are important. Factors like the source of foreign investment, export focus, ownership types, and technological differences can affect these spillover effects.
