Land expropriation reform to benefit farmers and curb government abuse.
The study analyzed the land expropriation system to improve it. By looking at the relationships between farmers, local government, and higher-level government, the researchers found that the current system has flaws leading to irrational behavior. To fix this, the local government should benefit less from illegal land expropriation and more from legal methods. Penalties for illegal actions should increase, while costs for forceful actions against legal expropriation should decrease.
