Fiscal decentralization boosts social security, but local government competition hinders progress.
The article examines how fiscal decentralization affects social security spending by local governments in China from 2003 to 2010. It finds that when local governments have more control over their finances, they tend to spend more on social security. However, excessive competition among local governments can hinder the development of social security programs.
