The article discusses the current state of water resources and pollution in Shanghai City. Three main factors affecting sustainable water development are identified: wastewater control, river network conditions, and water resource allocation. The main goals include developing a water allocation system, adjusting water usage relationships, and establishing a water quality monitoring system. The objective is to protect the water environment by implementing a system based on regional water functions, key wastewater treatment facilities, and considering the functions of river networks.
