The article discusses the different stages of economic integration in the Yangtze River Delta and the challenges it faces. To address these issues, the authors suggest four key innovations: setting up inter-regional management agencies, improving regional laws and policies, organizing labor and urban functions, and creating a shared infrastructure system.
