The article compares Strategic Environmental Assessment (SEA) and Project Environmental Impact Assessment (Project EIA). SEA can enhance the EIA system and promote sustainable development. The differences in focus, management, application, methods, and technology support between Project EIA and SEA are outlined. These differences are important to consider when conducting SEA. Additionally, the similarities between Project EIA and SEA are examined.
