The goal of the article is to discuss how China's state-owned enterprises have been working towards establishing a modern enterprise system. By the year 2000, many large and medium-sized state-owned enterprises had made progress in this direction. However, the challenges faced by these enterprises show that blindly copying others' experiences may not be the best approach. Instead, it is important to innovate the system in a way that fits China's unique characteristics. This will be crucial for the success of the state-owned enterprise reform.
