The Urban Planning Law has a big impact on how China plans its cities. The law requires detailed control planning in small towns, which is challenging in western areas. Different land ownership and property laws make it hard for western towns to create and manage control planning. The study found that western small towns struggle to meet the requirements of the Urban Planning Law for control planning.
