The article discusses the characteristics and regulation of natural monopoly industries in China. It argues that there are different types of monopolies in these industries and suggests policy changes to introduce competition. However, the analysis has some flaws due to a lack of understanding of natural monopoly industries in China. The main goal is to separate government and businesses, remove noncompetitive practices, and bring in private businesses and competition.
