The individual income tax system in China is not fair and needs improvement. The main issues are a narrow tax base and unequal information collection. To fix this, we can learn from other countries and expand the types of income taxed, use a mix of comprehensive and categorized taxes, create incentives for taxpayers to share information, and make information collection more balanced.
