The article explores coal exploitation cooperation between Inner Mongolia and Northeast China. Different models of cooperation were identified, including government intervention, local government promotion, and voluntary corporate participation. A key finding was the need for government intervention to shift towards a market economy focus. Recommendations include enhancing regional cooperation, involving various enterprises, developing transportation corridors, and promoting collaboration among local governments.
