The article discusses the need for better organization of legal authority within provincial governments to improve the quality of legislation. Problems identified include giving too much power to specific enforcement authorities, unclear definitions, and lack of flexibility. To address these issues, it is suggested to avoid granting excessive enforcement authority to provincial governments, review laws delegating punishment power, and ensure necessary flexibility in legislation.
