The main goal of the article is to revitalize the old industrial base in Northeast China by focusing on economic restructuring and urban renewal. The approach involves analyzing the domestic and international factors affecting the region's revitalization and proposing strategies for regional economic restructuring and urban renewal. The key findings include the importance of promoting the development of industrial clusters and large metropolitan areas, utilizing financial and tax policies to support high-tech industry development, and integrating high-tech and traditional industries to achieve overall economic growth in the Harbin-Dalian city economic zone.
