The goal of the article is to develop a modern service-oriented government in China. This type of government focuses on putting people first, limiting government power, being efficient, following the law, and being accountable. To achieve this, an innovative system is needed. The government should use technology for its operations, involve the public in decision-making, prioritize following the law, and have a system for administrative oversight.
