The environmental protection planning in China has problems like unclear goals and weak enforcement. Small districts have plans, but big cities lack a master plan. Monitoring systems are incomplete, and public participation is lacking. By comparing plans from the US and the Netherlands, China can improve its legal mechanisms, create city master plans, enhance monitoring systems, and involve the public more effectively. These changes will make China's environmental protection planning more authoritative and scientifically sound.
