The Qing government had different policies towards Koreans crossing into China's northeast over time. They started with strict punishment, then moved to joint patrols and deportation, and finally to recruit reclamation and naturalization. Through naturalization, Koreans became Chinese citizens and helped develop and protect northeast China.
