Likin was a major way of making money in late Qing dynasty China. It played a big role in the country's early steps towards modernization. The Qing government used Likin to gather money, but this slowed down the process of modernization. Trying to get rid of Likin and raising tariffs showed the government was struggling to balance modernization and financial needs. This made it hard for China to move forward with modernization.
