The Songhua River basin is facing serious water pollution issues due to wastewater discharge and organic contamination. Major cities along the river are contributing to the problem, especially during the icy season. There is a high risk of water pollution accidents in the basin. To address these issues, an integrated water management system based on the duality water cycle is proposed. This system includes seven parts to regulate and conserve water quality and quantity effectively. Measures for implementation and risk management are also outlined.
