The study explores how to reform natural monopoly industries by considering both competition and monopoly theories. It suggests that natural monopoly industries should be divided into two parts: one following market competition rules and the other adopting an oligopsony market structure. The research shows that completely abandoning the natural monopoly theory is not effective, and that a combination of competition and monopoly elements is necessary for efficient operation.
