Transboundary groundwater resources are important for international waters. Laws and regulations are needed to manage them properly. Over the years, agreements have been made to develop these resources, but there are still some issues to address. To use groundwater fairly, we need to consider both surface water and groundwater, and establish a special management system for transboundary groundwater.
