Water resources in Gansu Province need to be carefully managed to balance environmental protection and economic growth. To achieve this, the allocation of water should prioritize local plantations, followed by social and economic activities, and then the water flow to downstream areas. In regions with inward rivers, it is recommended to limit the use of river water to 70% and allocate at least 50% for ecological purposes. This approach aims to sustainably use water resources while supporting agricultural development and protecting the environment.
