Strategic alliances between colleges and universities help them share resources and complement each other's strengths. These alliances can be classified into different types based on their functions. Chinese universities face challenges like forced alliances and weak contract enforcement. To address these issues, alliances should be voluntary and gradually deepened. Mechanisms should be put in place to monitor contract enforcement, reward or penalize members, and evaluate alliance choices.
