The current land management system in China, focusing on agricultural land contracts, needs improvement to facilitate the transfer of agricultural land. The gap between policy goals and actual operations hinders land circulation. To address this, it is essential to enhance the household contract system, establish legal mechanisms for full property rights in land transfer, and create a favorable environment for agricultural land circulation. This will support the development of modern agriculture and improve overall efficiency in the agricultural sector.
