The article discusses the relationship between planning areas and administrative areas in urban and rural planning. It explains that the power space and responsibility space of planning administration are different concepts. The study analyzes the spatial scopes of planning administration power and the differences in planning administration in various areas. It concludes that the responsibility space of planning administration power should align with the scope of planning permission, specifically the land designated for construction in urban and rural planning.
