The European Union's enlargement in 2004 brought new countries into the fold and shifted focus towards its neighboring regions for security. The EU is facing challenges internally and externally, especially with new members impacting its foreign policy towards Eastern Europe. To address this, the EU needs to develop a strategy for countries like Russia, Belarus, Ukraine, and Moldova.
