Decentralization involves reducing central power, but doesn't always lead to conflicts with central priorities. The center can still take control when needed. In the 1980s, decentralization affected how the center and provinces interacted. Two types of decentralization were studied: administrative and market. The study looked at how these types influenced the relationship between the center and provinces.
