The article discusses how European policies are implemented, considering the diverse interests of member states. Decision-making rules have changed to avoid frequent vetoes. Differentiated integration theory and delegation theory are analyzed to understand how member states' interests are accommodated. The traditional community method and soft law are compared, and the role of the European Court of Justice in interpreting legislation is highlighted.
