The EU's enlargement policy has helped expand its influence and enhance stability in Europe. However, recent enlargements have pushed the EU's borders to the eastern limits of Europe, leaving out some states. To address this, the European Neighbourhood Policy (ENP) was introduced in 2003 to stabilize neighboring countries without formal membership. The goal was to create a 'ring of friends' for the EU's security and prosperity.
